Independent adjusters & P&C claims services
Independent adjusting firms and property and casualty third-party administrators handle claims for insurers and self-insured companies. They inspect losses, write estimates, manage claim files, and send extra adjusters when storms hit.

ActiveSponsors back the large platforms and some regional firms, and thousands of small firms remain, but storm-driven volume makes leveraged rollups risky.
- Fragmentation
- High
- Most claims adjusting establishments in Census data are very small, with a few national firms at the top.
- Universe from a public registry
- Low
- There is no free national list of adjusting firms, and licenses sit mostly with individual adjusters in state systems.
- Recurring revenue
- Low
- Field adjusting is billed per claim and swings with storm activity, though TPA contracts are steadier.
- Change-of-control friction
- Low
- Licenses are mostly individual and the Florida firm rule we checked is a notice filing, so the main friction is carrier contract consent.
- AI operating leverage
- High
- Labor is most of the cost base, and much desk work is rule-based review of estimates, coverage, and file notes.
Our view. For change-of-control friction, High means harder to close.

Registry
NIPR National Producer Number lookup (NAIC Producer Database). Individual and business-entity insurance licensees held in the NAIC Producer Database, searched one record at a time. It is not a ready list of adjusting firms, and firm-level adjuster licensing varies by state.
Claims adjusters, examiners, and investigators held about 376,100 US jobs in 2025. About 29 percent worked in agencies, brokerages, and other insurance related activities, the industry group outside carriers and government.
The 2023 Census County Business Patterns count 4,934 employer establishments in claims adjusting (NAICS 524291), with 45,406 employees.

The Census count covers employer establishments only. Self-employed contract adjusters who deploy for storms are not in it, and some large P&C TPAs are classified under other insurance codes.

Diligence risks
Many firms depend on a few carrier clients. Losing a panel slot or a carrier decision to insource can remove a large share of revenue quickly.
Our view
Firms rely on contract adjusters for storm surges. Worker classification, state license coverage, and retention of that bench are key diligence items.

Fragmentation
In the 2023 Census data, 3,779 of the 4,934 claims adjusting establishments had fewer than 5 employees.

Revenue model
Multi-year TPA programs are more recurring than field adjusting. Field adjusting revenue rises and falls with storm seasons and carrier referral decisions.
Our view
Change of control
Florida requires each adjusting firm location to designate a licensed primary adjuster. A change of primary adjuster must be reported to the state within 30 days.

Adjuster licenses are held mainly by individuals in each state. A buyer is acquiring licensed people and carrier panel relationships more than transferable firm licenses.
Our view
Carrier vendor agreements and panel approvals may require consent or re-credentialing after a sale. P&C TPAs also hold state TPA licenses that may need ownership-change filings, which a buyer should confirm state by state.

Where AI changes the cost base
BLS projects employment in this occupation group to decline 6 percent from 2025 to 2035. It says technology is expected to automate some of the work.
The most rule-heavy work happens at the desk. Examples are estimate review against carrier guidelines, coverage letters, file notes, reserve updates, and subrogation screening.
Our view
Field inspections still need licensed people on site. AI mostly raises desk adjuster throughput and helps firms absorb storm surges without hiring as many temporary adjusters.
