Title and escrow agencies

Active

Title and escrow agencies search property records, issue title insurance policies as agents of a title underwriter, and run the escrow and closing for home sales and refinances. They keep most of the title premium and also charge escrow and closing fees.

Rollup indicator

Active

Thousands of small agencies remain and brokerages, underwriters, PE-backed platforms, and tech buyers are all buying, but cyclical earnings and portable underwriter relationships keep sponsor interest selective rather than crowded.

Fragmentation
High
The agent level is made up mostly of firms with fewer than twenty employees, even though the underwriters above them are concentrated.
Universe from a public registry
Low
There is no national list of title or escrow agencies, so sourcing means pulling rosters state by state and adding escrow regulators.
Recurring revenue
Low
Revenue is earned per closing and moves with purchase and refinance volume, with no contract that carries it into the next year.
Change-of-control friction
Medium
Agency deals need state notices or approvals and a fresh look at underwriter agreements that can be ended on short notice, but they avoid the insurer change-of-control review unless an underwriter is included.
AI operating leverage
High
Most cost is staff doing record searches, exams, curative work, and closing paperwork, which are document and rule heavy tasks.

Our view. For change-of-control friction, High means harder to close.

Registry

State insurance department title agent license rosters (no national list). Each state insurance department licenses title agents and agencies, so a full list means pulling each state's roster one by one. Escrow-only firms are licensed by financial regulators in some states, such as the California DFPI, and attorney-closing states are only partly covered. Census Statistics of U.S. Businesses gives national counts by size but no firm names.

Where AI changes the cost base

  • An ALTA study from May 2024 found about 70 cents of every revenue dollar goes to staff and to acquiring and analyzing public records data. The same study found title staff spend about 22 hours on a standard transaction and 45 hours on harder ones.

  • The same study found 36% of transactions need extensive, nonroutine title clearance work. It also found only 70% of county-level public records are digitized.

  • The strongest AI targets are search and exam summaries, title commitment drafting, curative task tracking, closing document preparation, and escrow reconciliation. Staffing can then flex with order volume instead of being cut and rehired each cycle. Gains will be smaller where county records are still on paper and where underwriter rules require a human examiner to sign off.
